Choose a Google Ads agency by checking how it will measure qualified leads, manage your account access, explain its decisions and work with your sales process. A proposal should connect advertising activity to a commercial outcome you can verify. A large click forecast on its own is not enough.
This guide is for service businesses comparing agencies or deciding whether to replace an existing provider. Use the questions below in your next discovery call and ask for the answers in the written scope.
Start with the problem you need the agency to solve
Before comparing proposals, write a short brief: the service you want to promote, the locations you serve, your available capacity and what makes an enquiry suitable. Explain whether the problem is too few leads, poor lead quality, unreliable tracking or missed follow-up.
Those situations need different work. An account with a broken form needs a technical fix before a larger advertising test. A business receiving good enquiries but losing them during follow-up needs a shared plan with its sales team. Ask the agency what evidence it would inspect before recommending a change.
Ask these seven questions before signing
| Question | A useful answer should cover |
|---|---|
| What counts as success? | Accepted enquiries, qualified leads and customers, with clear definitions. |
| What will you check first? | Tracking, search intent, location targeting, the offer and the enquiry journey. |
| Who controls the accounts? | Your business access, agency permissions and the handover process. |
| What is included? | Campaign work, creative, landing pages, tracking and reporting responsibilities. |
| How will we review results? | A reporting period, lead-quality feedback and decisions linked to evidence. |
| How will you test changes? | A hypothesis, a spending allowance and a rule for continuing or stopping. |
| What happens when work ends? | Access removal, exports, documentation and ownership of deliverables. |
Keep business access clear
Your business should know who has administrative access to Google Ads, GA4, Tag Manager and the website. Record which accounts already exist before allowing anyone to create replacements. Starting again can make historical comparisons and handover harder.
Google distinguishes linking a manager account from granting it administrative ownership. Ownership adds permissions; it does not remove the client account’s rights to its data. Review Google’s manager-account ownership guidance and grant access appropriate to the work. Agree who manages billing and how access is revoked when the engagement ends.
Look for a lead-quality measurement plan
Ask the agency to distinguish a button click, an accepted form submission, a qualified enquiry and a customer. They are different stages. A useful reporting plan also explains how duplicate submissions, spam and enquiries outside the service area are treated.
For example, a hypothetical company might receive fewer forms after clarifying its service area, yet spend less time responding to unsuitable contacts. Whether that change helped depends on qualified enquiries and completed sales, not the form total alone. Avoid comparing agencies using conversion counts until the definitions match.
If measurement is uncertain, a separate GA4 and conversion tracking review can establish what the account is actually recording.
Compare scope before comparing fees
One proposal may include campaign management only; another may include copy, tracking repairs and landing-page recommendations. List those responsibilities side by side. Ask who implements recommendations and whether third-party tools or production work require a separate agreement.
Our guide to how Google Ads management is scoped explains the factors that change a project. Keep media spend separate from service fees when comparing the total commitment. Request a tailored proposal based on your accounts and goals.
Assess evidence without accepting unsupported promises
Ask for relevant work examples that the agency is permitted to share. Useful examples explain the starting problem, changes made, measurement method and limitations. A percentage improvement without a time period or definition is difficult to evaluate.
Certifications and platform familiarity can be supporting evidence, but ask how the people doing the work will diagnose your situation. Be cautious of guaranteed sales or a fixed outcome before anyone has reviewed your offer, market and sales process.
What should the first phase deliver?
Agree a baseline, an issue list ranked by business impact, a measurement check and a focused test plan. Set a review date that accounts for your normal sales cycle. The aim is to make the next decision clearer, even if an early assumption proves wrong.
Common questions
Should we hire an agency or start with an audit?
Start with an audit when the main problem is unclear or you need an independent diagnosis. Ongoing management is more suitable when the work, responsibilities and reporting needs are understood.
Can we change agency without losing our account history?
Often you can retain the existing accounts and change access. Confirm the current ownership, billing arrangements and handover requirements before ending an agreement.
